Description
Every dollar the City of Houston puts into arts funding through the hotel occupancy tax returns approximately $28 in economic impact. Michele Leal, Director of the Mayor's Office of the Arts, opens with that number — and the rest of the conversation is about proving it.
Leal walks Owen through the two engines behind Houston's public art collection: the HOT grant program and the civic art ordinance, which requires a portion of every public construction budget to go toward art — bringing installations into neighborhoods that wouldn't otherwise have them. She puts the full picture in scale: Houston's arts economy is worth roughly $3 billion, and the city has seven cultural districts and a state-certified music designation to match. The conversation moves from policy to street level — the Mini Mural Program lets civic clubs, churches, and management districts commission original art on traffic signal boxes in their own neighborhood; the new platform HoustonCityArt.org lets any resident search the city's collection by district or building; and airport commissions are selected to reflect the specific traveler demographics at each gate. Leal also tells the story of a 30–45 day sprint across four city departments to salvage historic facade elements from the fire-damaged Harper School and relocate them to the African American Library at the Gregory School as a permanent civic art installation — a project that started with Mayor Whitmire visiting the site and telling her office to find a solution. Looking ahead, Houston hosts the American Alliance of Museums annual conference in the spring — roughly 5,000 museum industry professionals at the George R. Brown. Leal's read on what that signals: Houston's arts scene is on the verge of the same national breakout its food scene already had.
