In 2022, Colombia’s peace commissioner secretly told a representative of the Clan del Golfo, the country’s largest criminal organization, “let’s play freeze tag.” Newly published recordings appear to show the government offering major concessions, from halting military operations to seeking the suspension of arrest warrants, while the cartel expanded dramatically in territory and manpower. Now, two Colombian institutions are investigating what happened, and the recordings raise a bigger question: did Paz Total really pursue peace, or give Colombia’s most powerful criminal groups a head start?
