In the wake of the First Battle of the Stronghold, President Ulysses S. Grant orders a peace commission to negotiate with the Modoc. Weeks of peace talks lead nowhere, and the unity of the Modoc inside the stronghold fractures. Captain Jack argues for peace in the fortress until he feels forced to go along with a shocking and murderous plan.
