Ian Sim spent nearly three decades in the RCMP. In December, alone in his apartment, the strokes came. He saved the wine, booked an Uber to emergency because it was faster than an ambulance, and days later faced a decision about a clot-busting drug with minutes on the clock and nobody to call.
