Anti-Literacy laws in many slave states before and during the American Civil War affected African-Americans. South Carolina passed the first law prohibiting the teaching of African-Americans to read and write. Surprisingly Arkansas, Kentucky, Maryland and Tennessee were the only Slave States that did not enact legal prohibition on educating African-Americans.
